Trans Link Systems fulfills three roles within the OV-chipkaart system.

Scheme Provider
As scheme provider Trans Link Systems is responsible for the security of the system and the correct use of the system by all connected parties. Every company connected to the OV-chipkaart system should use the same guidelines to design the systems and processes. This makes it possible for the complete system to work seamlessly together and to ensure that a safe and reliable environment can be created to process the financial transactions correctly. The system has an open architecture. Several vendors can supply equipment which can be connected to the central OV-chipkaart system. So the companies involved are not depended on one supplier.

Clearing Operator
As clearing operator Trans Link Systems is responsible for the central processing of all transactions that take place when cards are used and recharged with either money and/or products. The transactions are checked upon receipt at the central system to ensure that these belong within the system and that they are correct. Next, the transactions are processed. The final result will be clear information (on a daily basis) on the distribution of costs and revenue for each party on the specific day. Trans Link Systems is responsible for the transfer of the monies and for reporting to the public transport companies.

Card Issuer
Trans Link Systems is card issuer for every OV-chipkaart that is distributed in the Netherlands. It is responsible for the correct functioning of the chip and the e-purse loaded on the card. This also means that Trans Link Systems is card owner of every OV-chipkaart in the market. Furthermore Trans Link Systems also produces both personalized and anonymous cards.
